In recent years, the mass housing estates of the 1960s and 1970s have become the subject of increasing debate in urban planning. These giant complexes are holdovers from a different time—visions of a more optimistic future, in which everyone has access to housing near large cities. The buildings’ simple standards, uniform floor plans, and unit allocation policies are some of the factors that have contributed to the widespread disenfranchisement of residents. The steady deterioration of the structures exacerbated the situation, turning such mass housing schemes into disadvantaged areas. The social unrest in French suburbs in 2005 made plain the extent of the social dysfunction surrounding such buildings, further intensifying debates about demolition versus renovation.
